Firstly, anyone can start an RP Topic, just do it in the correct place for your RP. EG: For ones that are placed region wide, like the Ergonian Senate, do it in regional RPs, for ones that involve your nations government and stuff like that, do it in national RPs and for ones that don't belong anywhere else, do it in Other RPs.
Secondly, these are the only places where discriminatory comments are allowed, and even then only if it: is not using swears, is part of the RP and is relocatable to the character, like a christian priest saying all Muslims are insert derogatory term here.
Finally, don't intrude on closed RPs
